Am I right in saying these..    Are the right wheels/caps for a '63 model? I've never seen wheels with those clips on them, I'm guessing they clip the hubcap in place?

Any rims that have metal clips are not for the T3. The ones in the pics look like Beetle or T14. Your 1963 should have the 4-slotted early rims used in 1962-63 (and I've even seen them fitted to early-64). The hub caps with inner depressions are correct. Here's what the 1962-63 T34/T3 rims should look like:

I'm guessing the wheel is a 15" Type 2 rim. There should be a date stamp on the flange near one of the lug bolt holes.

Hello from Germany,
just check if you have 4.5 J 15 rim size. The type 3/type 34 had the "bigger" wheels compared to the beetle, which used 4 J 15.
Tires would be 6.00-15 L or 165/15 (165 SR 15, nowadays 165/80 R 15) compared to the beetle 5.60-15, 155/15, 155 SR 15 (nowadays 155/80 R 15).
And for a 63, the inner depression VW sign should be painted black...
