I need to remove the engine lid latch escutcheon in order to clean it up and re-install it properly. How? I've already removed the lock cylinder.

Tricky and often times the inner threaded nut holding the lock to the body is stuck. Open the rear hood, look into the backside of the push-button. You'll see a long metal stud (that opens the latch) and a round threaded nut that hold the lock to the body. I know there's a special VW tool to remove this item, but I don't have one. Check the Workshop Manual for what it looks like.
And let the rest of us know how you solve the puzzle.

Ok, So I made a tool out of 4140, and while it is a thing of beauty, it still won't get this thing loose. I also modified a wrench to use in conjunction with the tool to make things easier. Long story short, corrosion over the years coupled with previous abortive attempts at removal suggest that the only way to get this thing out will be to cut it. It won't go forwards or backwards, and it spins, so I have to figure out a way to get a saw up in there without destroying the paint job.

I took a couple of liberties with the one I made. The tool was hitting the mounting bracket on which the latch sits, because the bracket is bent to hell on my car - probably from previous attempts to get this sucker loose. So I shortened the cylindrical section and welded in a nut; I then locked another nut against it and I was able to reach under the bent bracket.
Sadly, the escutcheon itself is in bad shape, and I don't know if it will survive re-chroming; the threads are almost non-existent, so I'm almost certain they will dissolve.
The real trick, which was kind of ugly, was to get some heat into it to loosen up the threads. I stuck a small torch in the hole to heat it up from the inside; I couldn't really reach very well from the top.
